Bid Opportunities



Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed bids for the Airfield Pavement Improvements – Phase 2 project at the Smith Reynolds Airport will be received by the Airport Commission of Forsyth County until 10:00 am local time March 29, 2017 in the Airport Conference Room, 2nd Floor, Airport Terminal Building, Smith Reynolds Airport, 3801 North Liberty Street, Winston-Salem, North Carolina, 27105, at which time and place all bids will be publicly opened and read aloud. Bids received after the stated time will not be accepted.

All Contractors are hereby notified that they shall have proper Contractor’s licenses as required by the state laws governing their respective trade in the state where this Project is located.

Bid security in the form of a bid bond equal to 5% of the total amount bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required.

No bid may be withdrawn after closing time for the receipt of bids for a period of ninety (90) calendar days.

Written questions from prospective bidders will be accepted until 5:00 p.m., EST., March 22, 2017. After that, no questions will be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.

A Pre-Bid Conference for this project will be held on March 9, 2017 at 10:00 am (local time) at the Smith Reynolds Airport Administrative Offices Conference Room, 3801 N. Liberty Street, Winston-Salem 27105. Attendance by prospective bidders is mandatory.

Bidding documents, including plans, specifications, and bid forms, may be examined in the Airport’s Conference Room and at the Charlotte office of AVCON, Inc., Mallard Creek III, 8604 Cliff Cameron Drive; Suite 152, Charlotte, North Carolina 28269, (704) 954-9008.

The project is conditioned upon the receipt of Federal and State funding. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:

a. Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60.

b. Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5.

c. Copeland Act, 29 CFR Part 3.

d. Contract Work Hours and Safety Standards Act.

e. Title VI of Civil Rights Act of 1964.

f. Disadvantaged Business Enterprises participation 49 CFR Part 26 will be required as described in Subpart D of Regulation 49 CFR Part 26, and all pertinent amendments.

By submitting a bid under this solicitation, except for those items listed by the Bidder in a clearly identified attachment to the Bid, the Bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products for Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

Notice is hereby given to all bidders that Executive Order 11246 and Title VI of the Civil Rights Act of 1964, 78 Sta. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Part 21 are applicable to this contract.

Notice is hereby given that the bid documents for this project contain a provision for participation by Disadvantaged Business Enterprise (DBE). This project has a goal of 3 percent of the total dollar value of the contract to be performed by DBE subcontractors.

The Airport Commission of Forsyth County reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interest.

The Airport Commission of Forsyth County proposes to engage the services of a qualified engineering firm to provide planning, design, construction, and consulting services for various airport related projects at the Smith Reynolds Airport.  These projects may include, but are not limited to runway strengthening/overlay, environmental studies, lighting, signage, NAVAIDS, taxiway, taxilane and apron extensions/rehabilitations, safety area improvements, obstruction removal, land acquisition, automobile parking lot improvements, industrial development, hangar construction, terminal improvements, perimeter fencing, fuel farms, utility infrastructure development and upgrades, landside access improvements, and other similar airport related projects. 

The Airport Commission of Forsyth County plans to contract for engineering services for a period of five years from the time of the contract signing and retains the right to add to or delete from the projects listed above.  Fees will be negotiated with the selected engineering firm for each individual project.

Interested firms should submit their letter of interest addressing the following criteria:

  • Familiarity with the airport and airport staff by firm’s project manager.
  • Capability to perform all aspects of the project, including planning, design, and construction phase services.
  • Experience level of the firm’s project manager and aviation staff.
  • Working relationship with the North Carolina Department of Transportation - Division of Aviation and the Federal Aviation Administration.
  • Current workload and capacity to meet schedules.
  • Evidence of the establishment and implementation of an Affirmative Action Plan.

The submittal shall be limited to a maximum of ten (10) pages (no covers).  Selection will be made from the information submitted.  Interviews will not be conducted.
